Stormwater is the runoff that results from precipitation. Increasing amounts of impervious surfaces in urban areas, such as rooftops, driveways, parking lots, and streets, decreases the ability of the water to soak into the ground, and increases the amount of stormwater.
Businesses and residents within Johnston are charged a stormwater management utility fee for the operation, maintenance and extension of this system. On Monday, Nov. 20, 2017, the Johnston City Council approved a stormwater utility increase from $5.55 to $6.05 per Equivalent Residential Unit (ERU) per month, which will become effective on July 1, 2018. The value of one ERU in Johnston is set at 4,000 square feet of impervious surface with a cap of 4 ERUs per residential property. Thus, this increase will result in an increase of no more than $24 per year for residential customers.
