Billing and Shut Off

IMPORTANT: PLEASE READ BILLING AND SHUT OFF INFORMATION
Johnston's water/sewer/garbage bills are billed monthly, and if there is a balance on the current bill, the balance amount must be paid before the 15th or the following penalties will occur:

    • If a bill is not paid by the 16th day of the month you received the bill, a delayed payment fee of $1.50 is added for residential customers and 10% of the amount due is added for commercial customers.  A reminder is sent by the 17th day of the month.
    • If a bill remains unpaid 5 days later (approximately the 23rd day of the moth) a twelve day disconnect notice is sent by ordinary mail.  No additional fee is charged at this point.
    • If a bill remains unpaid 11 days later (approximately the 1st day of the next moth) a service termination warning is delivered to the premises stating the water will be shut off in 48 hours.  The customer is charged a $15.00 fee for this notice.  (Please note: The customer will already be receiving the next bill at this time.)
    • Approximately 2 days later (around the 3rd day of the month following the initial issuance of the bill) the City will deliver a disconnect notice and shut off the water to the premises.  A charge of $15.00 is added to the customer's bill.
    • An additional charge of $15.00 will be added to restore the service at the time the bill and fees are all paid.  Restoration of service will occur during normal workign hours, 8:00 a.m. to 3:30 p.m.  (Under special circumstance, the Public Works Director may authorize the restoration of service after hours (4:00 p.m. to 7:30 a.m.) and a fee of $50.00 will be charged.  The water utility employee who restores the service is not authorized to accept payment after hours.  Payment must be made at City Hall, in-full, and including the $50.00 after-hour fee by 9:00 a.m. the following day or service will be disconnected immediately and not restored until all payments due have been received; including an additional $15.00 for the second shut off.)
    • If your water should be turned off for nonpayment, there will be another $15.00 fee the morning of shut off and this will all need to be paid before your water will be reconnected. Reconnection is done only between the hours of 8:00am and 3:30pm, Monday through Friday. After these hours the reconnection fee is $50.00. Your unpaid balance and the reconnection fee will need to be paid before the service will be restored.
    • If you plan to go on an extended vacation, customers will need to make arrangements with the City to pay in advance the minimum water bill and sewer service availability fee.  Please call 727-7772 or stop by the Johnston Water Department at City Hall for further information.  There is a on-time fee of $15.00 for customers who want water service shut off at the street while they are gone.
    • Written and verbal notification will need to be made when you want to discontinue water service. You will need to schedule an appointment with the Johnston Water Department to read the water meter for the final billing.  Please call the Water Department at 727-7772 to schedule an appointment prior to moving.
